McMichael reports for Air Force Times on the final report of the Commission on the National Guard and Reserve, "which went beyond its original charter to review the structure and management of the reserve components by also recommending an overhaul of personnel policies for active members."
Meanwhile, Erin Kelly, writing for Gannett News Service, reports, "President Bush signed legislation pushed by Sen. Patrick Leahy of Vermont this week repealing a controversial law that had made it easier for the White House to take over control of the National Guard from governors."
