Rice helps BushCo destroy USAID....

INTERNATIONAL RELATIONS --
RICE APPOINTS BUSH IDEOLOGUE TO HEAD U.S. FOREIGN AID EFFORTS:

Secretary of State Condoleezza Rice has announced a controversial restructuring of U.S. foreign aid efforts "to serve its foreign policy goals better": merging the U.S. Agency for International Development (USAID) into the State Department.

But this move may mean USAID "will lose some of its independence, and development will become purely politicized," and Rice's appointment to head the effort does little to assuage those concerns.

Rice has appointed Randall Tobias, currently Coordinator of the Office of Global AIDS, as administrator of USAID. Tobias, a former pharmaceutical executive and Bush campaign donor, has consistently put the administration's agenda before science and facts in the fight against global AIDS.

Tobias's HIV-prevention policies have focused on "abstinence-only-until-marriage" and "secondary abstinence," leaving "large segments of the population at immediate risk of HIV infection."

Tobias has also made inaccurate public statements on the effectiveness of condoms in AIDS prevention; organizations lacking in technical competency in HIV prevention have received support from Tobias and Bush.
